Utilization Rates of TPPs

Figure 6.12 illustrates the utilization rates of U.S. trade preference programs specific to textile and apparel products. During the early 2000s, AGOA had some success as 37.6 percent of the allowed quantity of textile and apparel products manufactured in eligible countries entered the U.S. market duty-free. However, this rate has declined since, reaching only 10.1 percent of utilization. This suggests that despite trade preference programs the U.S. government established with these countries, textile and apparel trade has not been as active as AGOA had projected. Similar trends are found in all trade preferences, including ATPDEA and CBTPA. Only the utilization rate of HOPE seems to have increased since 2008.

Perhaps the role of China since the textile and apparel quota elimination in 2005 has played a role in the overall decrease in utilization rates of AGOA, ATPDEA, and CBTPA. Many importers who used to source their products from countries with trade preference programs may have shifted their sourcing destinations to China and other countries that are no longer limited in textile and apparel exports due to quota eliminations. It is also possible that many sourcers selected Haiti to be the manufacturing country to help its economy since the devastating earthquake in 2010.
